Norman Holm was born in Shelley, Idaho and grew up on the family livestock ranch and potato farm. He majored in Landscape Architecture at the University of Idaho, receiving his B.A. degree in 1976.
 
Norm and his wife, Debbie moved to Nampa in April of 1978 when he was hired as Nampa's Planning & Zoning Director.  He has worked extensively with Nampa Community Planning activities including, downtown redevelopment, historic preservation, residential solar access protection, community design standards, and other ongoing development issues.  He oversees the day-to-day administration and enforcement of the zoning ordinance and comprehensive plan of the City and along with the department team provides technical direction to the Planning Commission and City Council on planning and zoning matters.  He has served on the board of directors of the Idaho Planning Association.

Norm has been married for 40 years and he and his wife have five children and fourteen grandchildren and have enjoyed living and raising their family in Nampa.
