Can the City of Nampa enforce Homeowner Association by-laws, subdivision restrictions or deed restrictions (CC&R’s)?

No. If someone in the subdivision is violating a provision of the Covenants, Conditions & Restrictions, commonly referred to as CC&R’s, it is the responsibility of the association to initiate legal enforcement action. The only regulations the City of Nampa's Code Compliance Division can enforce are federal, state, and local laws and ordinances.
