Meridian Man Arrested for Stalking and Threatening Caldwell City Council Members

Press Release caldwell city council

On June 27th, 2023, the Caldwell Police Department requested the assistance of the Nampa Police Department to investigate threats made against several Caldwell City Council Members via email.

On June 28th, 2023, Nampa Police Department’s Bomb Unit, along with Nampa Police K-9 Kyah, who is an explosives detection dog, were called to Caldwell City Hall for a suspicious package with suspicious markings. K-9 Kyah was deployed and did not alert on the package. With further follow up, it was determined the package was sent to Caldwell City Hall by Jeffrey Lynn Noble, 54 years of age, of Meridian. It did not contain anything dangerous.

Through investigation, it was found that Noble was also the suspect in the email harassment investigation.

The Nampa Police Department was called by the Caldwell Police Department to assist in the harassment case to help ensure there was not a conflict of interest involving City of Caldwell leadership. We appreciate our partnerships and were pleased to be able to help. Our assistance in the suspicious package investigation was typical, as our bomb unit and explosive K-9 respond to this type of call throughout the Treasure Valley.

Upon completion of the investigation, Nampa Police Detectives obtained an arrest warrant for Mr. Noble for two counts of stalking, I18-7906, and one count of threats against state elected officials, I18-1353. On July 19, 2023, the Meridian Police Department located and arrested Mr. Noble on the warrant, without incident.
