WHAT IS A COMPREHENSIVE PLAN?
Comprehensive plans are a guiding document used by city leaders and staff that encapsulates the vision of the city. It is referred to when making decisions about growth, preservation, and other changes that the city may face over the next 20 years.
The comprehensive plan also covers topics such as economic development, demographics and housing. It is a requirement of the State of Idaho to have a comprehensive plan for the city.
HOW IS A COMPREHENSIVE PLAN CREATED?
With you! A comprehensive plan is typically the result of months of public outreach and participation. The intent of the comprehensive plan is to reflect the vision and desires of those who live in the city.
In order to get an accurate representation of the city, the goal is to contact as many people as possible. Public outreach and participation can be done a variety of ways, depending on the demographic. Listening sessions, public forums or surveys are methods generally used in collecting public input however, more innovative methods can be utilized to reach every demographic type in the city.
The current Nampa 2040 Comprehensive Plan was adopted in March of 2020 and was updated most recently in February of 2023. The comprehensive plan guides every land use decision made in the City.

The comprehensive plan provides a roadmap for city and community leaders to address growth and its impacts to quality of life issues; and it provides guidance for sustainable development.

The official schedule of land uses, including footnotes related to specific uses, are found in NCC 10-3-2. If a land use is not shown listed, it is not allowed in that district. The comprehensive plan guides every land use decision made in the city.
HOW LONG HAS NAMPA HAD A COMPREHENSIVE PLAN?
Nampa's first comprehensive plan was created in May of 1969 and can be viewed here. Nampa's first comprehensive plan was created prior to it being a requirement by the State of Idaho, but now all cities are required to have a comprehensive plan.
LOOKING AHEAD TO 2050
In 2025, Nampa’s current comprehensive plan will reach its five year anniversary, and the process to update to a new comprehensive plan will be begin.
This will be the 2050 plan, but look out for a new take and design on the upcoming document. As Nampa continues to grow, we are in need of a new plan more than ever. We hope to gather more public input than ever before. This new document will be more reader friendly and will be used by all city leaders in guiding future decisions on the direction of the city.
