In 2017, the City of Nampa contracted with FCS GROUP to conduct a cost-of-service study for revenue requirements needed for upgrades to the Wastewater Treatment Plant. The updates to the wastewater rates incorporate the cost of the preferred Phase II wastewater treatment option. The project included both revenue requirement and cost-of-service analyses, as well as hookup fee calculations.
The wastewater rate update focused on developing retail wastewater rates to reflect the cost of providing wastewater service. Consistent with industry-approved rate-making practices, this analysis included determining revenue requirements, allocating costs to customer classes, and developing rate structure alternatives to collect the targeted amount of revenue in each year of the study period.
