OPERATIONAL PROCEDURES

The Street Superintendent will respond to advanced notice of approaching storms by taking the following steps:

  • Order plows and/or sanders to be installed on City trucks.
  • Closely monitor weather developments.
  • Alert Street Division crews they may be called back to work at any time due to weather conditions.

When snowfall or freezing rain conditions are possible, the Street Superintendent will direct crews to begin operations when, in the supervisor’s opinion, one or more of the following conditions exist:

1. Icing and freezing of streets is occurring or likely to occur, creating a hazard to vehicle traffic.Sand/salt/deicer will be applied to slick or icy spots to reduce hazardous conditions to the traveling public. Special attention will be given to collector streets (Priority Two) that provide access to major collectors and arterials (Priority One).

2. Snowfall accumulation which exceeds 1 inch on Priority One roadways.When snow depth exceeds 1 inch or more, plowing may commence. Sand/salt/deicer will be applied as warranted. The goal is to keep major collectors and arterials open so emergency services can reach all parts of the City with minimum delay. Once Priority One streets have been cleared of snow, operations will begin on Priority Two streets. Snow will be plowed to the curb line on Priority One and Priority Two streets.  Procedure is at the Street Superintendent’s discretion.
Once accumulation exceeds 3 inches of snow, updates will be posted on the City’s Nextdoor and Facebook sites and on the web at http://www.cityofnampa.us/snow at approximately 10:00 a.m. and 5:00 p.m.
3. Snowfall has accumulated on Priority Three streets to warrant contractor assistance. This typically means an accumulation exceeding 6 inches of snow on roadways.Plowing of Priority One and Priority Two streets continue. Plowing of Priority Three streets will begin, and likely not be from curb to curb but rather to provide a plowed path for residences. Plowing of Priority Three streets will likely require contractor assistance. Street Division crews will assist as resources allow.
Once accumulation exceeds 6 inches of snow, updates will be posted to the City’s Nextdoor and Facebook sites and on the web at http://www.cityofnampa.us/snow at approximately 10:00 a.m. and 5:00 p.m.
4. Snowfall has continued to occur for an extended period with significant accumulation. Freezing temperatures are occurring or imminent. The Street Division and contractors alone are unable to address snow and/or ice.A state of emergency may be declared, and incident command system will increase upon approval of the Public Works Director and/or Mayor. Other Public Works Department resources may be called upon. Wastewater, and Environmental Compliance Divisions staff and equipment may be needed to clear storm drains. Water Division staff and resources may be needed. Additional contractor resources may be called upon to ensure the safety of the traveling public. Work efforts and resources to be managed and dispatched by the Street Superintendent or as otherwise assigned.

5. Significant accumulations of ice on streets and continued freezing conditions are likely.Plows are ineffective during these conditions. Street Division crews will continue to apply sand/salt/deicer. Additional sand will be required to improve traction.

6. With rising temperatures, accumulated snow and ice have continued to thaw with significant accumulation of runoff on roadways. Flooding is occurring and/or imminent. The Street Division and contractors alone are unable to address the runoff.A state of emergency may be declared, and incident command system will increase upon approval of the Public Works Director and/or Mayor. Other Public Works Department resources may be called upon. Wastewater, and Environmental Compliance Divisions staff and equipment may be needed to clear storm drains or collect runoff. Water Division staff and resources may be needed. Additional contractor resources may be called upon to ensure the safety of the traveling public. Work efforts and resources to be managed and dispatched by the Street Superintendent or as otherwise assigned.
