11th Avenue North/Industrial Road intersection closure extended

The city of Nampa is extending the closure of the intersection of 11th Avenue North and Industrial Road until mid-November due to unforeseen issues with severely deteriorated existing infrastructure and extreme amounts of rock under the road surface. Exploratory geotechnical investigation during design indicated solid rock under the surface at one location but crews have encountered solid rock at several locations.

“The public has been really patient as we’ve worked on this project. We understand the inconvenience and are disappointed that we have to extend our construction schedule another month to deal with these issues,” said Jeff Barnes, city of Nampa project manager.

Completing the project will require additional boring activity to push water and stormwater pipes under the five-railroad crossing on 11th Avenue North and replacement of severely deteriorated existing utilities and infrastructure.

The $2 million project is reconstructing:

  • 11th Avenue North from Stampede Drive to north of the railroad tracks
  • Industrial Road from North 20th Street to 11th Avenue Extension
  • North 20th Street from Industrial Avenue to the end of North 20th

Additionally, the city is installing pedestrian ramps, filling in sections of missing sidewalk, and widening roadway shoulders to accommodate bicycle lanes.

Although the original cost was projected at about $2 million, the total cost will increase by approximately $160,000 which includes additional rock excavation, UPRR inspection fees and increased pipe boring costs due to the subsurface rock. Meanwhile, the city pursued, and was awarded, a $200,000 grant in railroad safety grant funds that will help offset those new expenses.
